BACKGROUND INFORMATION

The Anguilla Social Security Board (ASSB) was established under the Social Security Act 1980. Its mandate was to provide and manage a system of national insurance for the workers of Anguilla to ensure that there is adequate provision for  the security of workers and their families against hardships. The ASSB is a statutory corporation which is appointed by, and reports to a Minister of Government and is a tri-partite entity, bringing together representatives of employees, employers and government.  The ASSB administers the Social Security Scheme through a Director and the staff at the Social Security Office. The staff complement  is currently 25.

The Ordinance established a fund  into which contributions are paid and from which benefits are disbursed. Benefits came under two branches: (a) The Short-term Branch, from which the following contingencies are paid:- Sickness, Maternity and Funeral Grant; and (b) The Long-term Branch, from which the following contingencies are paid:-Age, Invalidity, Survivors, and a Non-Contributory Old Age Pension.

Today after 24 years of operation, the Social Security Fund has reserves exceeding EC$150 million. There are currently over 400 persons who receive long-term benefits.  The ASSB has been guided by a strategic plan and integrated planning system for the period 2002-2006. However a new strategic plan was required to guide the organization for the next five years.
