Historical Background Of The Anguilla Social Security Board


November 3 - Social Security Ordinance #13 of 1980 passed by the Legislative  Assembly. Chief Minister, Mr. James Ronald Webster became Minister for Social Security.

First Social Security Board appointed, with Mr. Fabian Marcel Fahie as Chairman, Mr. Colville Petty as Director, and Pastor Davis Lloyd, Mr. Allister Richardson and Mr. Franklyn Richardson as Members, and Administration Officer Mr. Timothy Hodge as Secretary.Social Security Office established, Social Security Regulations made.

January 1 - Appointed Day for the introduction of the Social Security System.First Short-term benefits paid.

Law amended to exclude those (232) Civil Servants under the Pensions Act, their contributions were refunded.


The 1st Actuarial Review and a Study in Administration and Planning were undertaken (by ILO/UNDP). Chief Minister, Mr. Emile Gumbs became Minister responsible for Social Security.

Registration totals increased to 2,510 employees and 343 employers.

Amendments made to the legislation and to the Office’s administrative structure, including the appointment of the System’s first full-time Director. First pension payments; Social Security Development Fund (SSDF) established.

Commencement of computerization programme; reserves passed EC$5 million. The 2nd Actuarial Review for the period 1984 - 1986 was undertaken.

Commencement of construction of Social Security Office and Shopping Complex. Reserves reached EC$7.5 million..

New Social Security Office and Shopping Complex (18 rental units) completed at a cost of EC$2 million; Fund reserves exceeded EC$10 million; insured population increased to 4,464.

Annual income exceeded EC$4 million; benefit payments exceeded EC$400,000 in settlement of over 600 claims. Mr. Osbourne Fleming, Minister of Finance and Economic Development became Minister responsible for Social Security.

3rd Actuarial Review commenced; Reserves passed the EC$17.5 million mark; investment income exceeded EC$1million; 756 claims for benefit received. A new computerized system was introduced. A decade of service was completed.

Income exceeded EC$6 million, with investment income of over EC$2 million; insured population increased to 5,724; Reserves passed EC$22 million; benefit payments totaled EC$572,302; 10th Anniversary Celebrations were held.

3rd Actuarial Review completed, minimum benefit levels and contribution ceilings increased; reserves to EC$26.2 million; the Board joined the Inter-American Conference on Social Security (CISS).

Total income of EC$7.6 million received; reserves reached $31.6 million; more than EC$1.0 million in benefit payments made. Mr. Victor Banks, Minister of Finance and Economic Development, became Minister for Social Security.

Total Income of EC$8.2 million received; reserves totaled EC$37.5 million; 4th Actuarial Review completed; totals of 6,894 employees and 1,142 employers registered; the Board hosted its first regional social security training workshop.

The Reserves Fund exceeded EC$43 million; insured population increased to 7,318; benefit payments totaled EC$1.2 million; investment income of EC$2.2 million.

Milestone year - 15th Anniversary; Organisational Transformation Exercise conducted by UWI’s Institute of Business consultants; 15th Anniversary Commemorative Magazine; Panel Discussion on “The Future Role of Social Security in Anguilla”; special ceremony at which the Social Security Building was named “The James Ronald Webster Building”; the unveiling of a painting of Mr. James Ronald Webster commissioned for the 15th Anniversary; total income amounted to EC$12.4 million; Reserves Fund stood at EC$53.0 million.

5th Actuarial Review carried out; received 1,448 claims for benefit; total of 8,186 employees and 1,412 employers registered.

Reserves of the Fund stood at EC$70.8 million.; staff complement was 19 full-time and 1 part-time; Mr. Hubert Hughes became the Minister responsible for Social Security following the resignation of Mr. Victor Bank as a Minister of  Finance in June 1999.

Investment income exceeded EC$5 million; benefit expenditure amounted to EC$2.7 million; the Reserves Fund grew to EC$83.1 million; 1,802 claims for benefit were received; Mr. Victor Banks became the Minister responsible for Social Security following the March 2000 general elections.

Total Income amounted to EC$17.2 million; benefit expenditure amounted to EC$2.9 million; Reserves of the Fund exceeded EC$94 million.

2002 Milestone year - 20th Anniversary; Reserves grew to EC$100 million; hosted joint Meeting of ISSA Directors of Social Security Organisations in the English-speaking Caribbean and the 13th Meeting of Caricom Heads of Social Security; launch of a Commemorative Stamp Issue; introduction of Non-Contributory Old Age Pension; employed Research and Development Officer; panel discussion on coverage of self-employed persons; awarded 12 scholarships to High School entrants from 6 Primary Schools; awarded Nursing School Scholarship; Health Drive Clinic - screening for Diabetes and Hypertension.
